I'd rather improve the 'Churchill' system rather than adopt a new one. This means squeezing it, to get rid of the scroungers so it can be concentrated on those that really need help.
I recall that the Adam Smith Institute has produced one or two very good ideas on welfare.
I'd prefer the adoptation of the Singaporese one, whereby all are law-bound to save a certain proprotion of their pay packet, to provide for themselves in times of need. If implemented, and if the dysgenic types currently swarming a land that doesn't belong to them are kept out, we could see the end of the entitlement culture in England.
