I can't seem to comment on your excellent 'Children aren't our future piece' so I'll do so here. Have a look at the interesting piece from today's Times

I imagine the BBC solution to the prison story is to shut it down, thus (re)moving "the criminal subculture" and putting it back on the streets, where it can be safely ignored.
